An FTA-accredited Accredited Service Provider (ASP) is a company officially approved by the UAE Federal Tax Authority to connect businesses to the Peppol e-invoicing network. Under the UAE mandate, businesses cannot transmit e-invoices independently — they must use a registered ASP. Only FTA-approved ASPs are legally authorised to submit invoices on behalf of UAE businesses. Using an unaccredited provider, generic invoicing software, or PDF invoices after the mandate deadline results in penalties of up to AED 5,000 per invoice.
The UAE e-invoicing mandate rolls out in phases: Phase 1 (2026) applies to large enterprises with annual taxable turnover exceeding AED 150 million. Phase 2 (2027) covers mid-market businesses above AED 50 million. Phase 3 (2027–2028) captures all remaining VAT-registered businesses. Free zones conducting B2B mainland transactions are included from Phase 2. Businesses should begin ASP onboarding and ERP integration at least 3–6 months before their applicable phase deadline.
 
The UAE’s e-invoicing infrastructure is based on the Peppol DCTCE (Decentralised Continuous Transaction Controls and Exchange) model — the 5-corner model.

The five corners are:
Corner 1 — the supplier/seller.
Corner 2 — the supplier’s accredited ASP (Peppol access point).
Corner 3 — the Peppol network infrastructure.
Corner 4 — the buyer’s accredited ASP.
Corner 5 — the buyer/receiver.

The FTA acts as regulatory oversight monitoring all transactions. This model ensures invoices are digitally signed, validated in real time, and archived before reaching the buyer.
 

The FTA enforces e-invoicing compliance with penalties of up to AED 5,000 per non-compliant invoice. Violations include: failing to issue invoices through an FTA-accredited ASP, issuing invoices in non-PINT-AE formats (such as PDF or Word), missing the mandatory e-invoicing phase deadline, transmitting invoices without a valid digital signature, and failing to maintain the required 5-year invoice archive. Repeated violations may escalate to VAT audit triggers and business licence risks.

PINT-AE (Peppol International ANDS Extension — UAE) is the mandatory machine-readable XML invoice format specified by the UAE FTA for all e-invoices. It is built on the UBL 2.1 (Universal Business Language) standard and defines required fields including the supplier’s TRN (Tax Registration Number), buyer details, line items with VAT amounts, and currency. PDF invoices, Word documents, and scanned paper invoices do not satisfy the PINT-AE requirement and will be treated as non-compliant by the FTA.

UAE e-invoicing requirements apply to VAT-registered free zone businesses that engage in B2B transactions with UAE mainland entities. Businesses that operate exclusively within designated free zones with zero-rated or exempt supplies may qualify for an exemption, confirm this with your FTA VAT advisor.

Generic e-invoicing software creates and sends invoices electronically but is not connected to the UAE FTA’s Peppol network and does not satisfy the UAE e-invoicing mandate. An FTA-accredited ASP is a government-approved provider specifically authorised to transmit invoices through the Peppol 5-corner model, apply the required digital signature, and report to the FTA in real time. For UAE mandate compliance, you must use an FTA-accredited ASP popular tools like Zoho, QuickBooks, or Xero require integration with an accredited ASP to become compliant.

SAP (S/4HANA, ECC, Business One) does not natively generate PINT-AE compliant invoices or connect directly to the UAE Peppol network. UAE businesses using SAP must integrate with an FTA-accredited ASP via API. Businesses submitting invoices to UAE government entities must route them through EmaraTax via their FTA-accredited ASP. B2G (business-to-government) e-invoicing in the UAE requires suppliers to submit PINT-AE compliant XML invoices to UAE government entities through the EmaraTax portal via a Peppol-connected FTA-accredited ASP. Government entities have their own Peppol access points. B2G e-invoicing mandates are in Phase 1 — large enterprises supplying to government must comply from 2026. Under the UAE e-invoicing mandate, credit notes and debit notes must also be issued in PINT-AE XML format through your FTA-accredited ASP — the same as standard tax invoices.
